0007396: The system cannot read certain external USB disks

The system is unable to read certain newer external USB disks. It detects when they are connected, shows them via 'lsusb', and udev assigns device files to them, but their content cannot be read. For instance, if the disk is assigned to /dev/sdb, and its first (and only) partition is assigned to /dev/sdb1, 'fdisk /dev/sdb' hangs until killed and 'dd if=/dev/sdb' locks up until I physically disconnect the device.

The same behavior is observed whether the disk is connected to a USB2 or USB3 port, and it is consistent across several different computers all running CentOS 6. Other USB disks work fine on these same systems, however. Moreover, the disks work fine on a *CentOS 5* system, so this represents a regression.
