0007195: changing keyboard layout during install of minimal system is not persistent across reboots

Adding DE keyboard layout and removing EN layout during anaconda installation of C7QA is not persistent across reboots. After first reboot the layout is EN again. /ect/vconsole.conf contains KEYMAP="us" probably instead of "DE". Runing system-config-keyboard resolves this. Changing it to DE does not solve the issue, as layout is EN again after the next reboot (allthough it reads DE in /etc/vconsole.conf).
