0007408: lvm2-pvscan@.service should finish by local-fs.target

All of the lvm2-* series unit files should finish by local-fs.target<br /> <br /> Some of them contain the line<br /> Before=local-fs.target<br /> <br /> lvm2-pvscan@.service contains<br /> Before=shutdown.target<br /> <br /> This causes it to finish after local-fs.target, at unpredicatable times, sometimes at very end of bootup.
