The configured language is german:

$ localectl
System Locale: LANG=de_DE.UTF-8
VC Keymap: de
X11 Layout: de
X11 Model: pc105

/etc/vconsole.conf contains
KEYMAP=de-latin1
FONT=latarcyrheb-sun16

and the kde konsole shows german Umlaute as expected.

But after changing to the linux Konsole, for example with Ctrl-Alt-F2,
the german Umlaute öäüß are not shown correctly.

Typing 'loadkeys de-latin1' fixes the problem.

However, this is a bug - Fedora 20 for example configures
the keymap correctly.
