Installed OpenSSH server does not support dynamically loading authorized user keys. Public key authentication of IPA users will not be available. IPA client don't change sshd_config (AuthorizedKeysCommand /usr/bin/sss_ssh_authorizedkeys) so it's not possible to log in via ssh keys. Manual change of sshd_config works, so probably only version detection is incorrect.
