At the moment, it is not allowed to use the official CentOS AMIs in the newly launched AWS Frankfurt region (eu-central-1).<br />

There is a thread about this on the AWS Developer Forums [1], where an Amazon representative has answered the following:<br />

"Official CentOS EC2 AMIs are available on the AWS Marketplace, but it is up to Centos (the owner of the AMI) to make it available in the Frankfurt region. There are some restrictions in place to protect the paid AMIs on the Marketplace. The attached EBS volumes are restricted to the instance on which they were launched, meaning that you cannot move the instance’s root volume to another instance even if it is a volume created from a snapshot. However, since the CentOS AMIs are free and open-sourced, this restriction actually presents an problem . So basically this is the reason that the instance from the transferred AMI is not starting."<br />
