0008046: nfs-lock service does not start properly if mounts are defined in /etc/fstab

Similar to https://bugzilla.redhat.com/show_bug.cgi?id=983915, [^] nfs-lock service fails to start up if mounts are already defined in /etc/fstab. It fails because the statd service is already started. This is obviously an issue with configuration management systems (ie puppet in my case) which try to ensure a certain service is started.
