After updating to nfs-utils-1.3.0-0.8.e17, nfs-server was not automatically starting. It appears that systemd startup files were split from nfs.target to nfs-client.target and nfs-server.service. <br />

In /etc/systemd/system/multi-user.target.wants there was no link to nfs-server.service. the old link to nfs.target was still remaining, but did not start anything.
