The DST of Canberra will be end at 'Sunday, 1 April 2012 02:59:59', therefore, it should be 'UTC+11h EDT' if I change system time before that time. However, the UTC Offset is '+10h' EST when I change system time within one hour before the DST ends time.
I tried to set date of 2012 and 2009, both of them have the same issue.
The tzdta versions I tested are: tzdata-2012i-2.el6.noarch; tzdata-2012c-1.el6.noarch.
[root@sp6-test-31 wstime]# date -s '2012-04-01 02:01:50'
Sun Apr 1 02:01:50 EST 2012
[root@sp6-test-31 wstime]# date -R
Sun, 01 Apr 2012 02:01:51 +1000

[root@sp6-test-31 wstime]# date -s '2012-04-01 01:59:55'
Sun Apr 1 01:59:55 EST 2012
[root@sp6-test-31 wstime]# date -R
Sun, 01 Apr 2012 01:59:56 +1100
